Family of Man Killed by San Diego Police Awarded $12 Million

After 7 years in court, the family of Lucky Phounsy, 32, who was killed by San Diego police in 2015, has been awarded $12 million from the county.

Lucky was at a family function in April 2015, when he became extremely paranoid. Family members took notice and decided to bring Lucky to the hospital. Lucky’s mental state became worse and he became worried that he would be harmed. He called 911.

During his call with dispatchers, a family member did insist he was unarmed and not a threat.

Two officers arrived, Lucky became frantic while being handcuffed, and they tased him and hit him with a baton.

Eventually a dozen officers arrived. Lucky was hogtied and put in an anti-spitting mesh hood. He was left face down on the sidewalk for a half hour.

Lucky’s heart stopped and he was revived at the hospital. He died a week later.

Hogtie restraints have been banned in many areas due to the possibility of asphyxiation.

Why did police arrive for a non-violent mental health crisis situation and is $12 million enough?
